"Social responsibility" is a liberal idealist notion. This right-wing propaganda term is employed justify homelessness, racism, and so on. In effect, it omits the fact that every society on this planet has been a collective effort and therefore can only be changed by collective effort.

A single person's "responsibility" can only go so far within a society of vast institutions, structures, and a population in the billions. People cannot help it when they are homeless and nobody has ever "decided" to be, for instance, they are forced into that disposition by a socioeconomic system (capitalism) which regards housing as a mere investment as opposed to a human need.

Other factors, such as imprisonment, drug abuse, and so on are likewise deeply related to greater socioeconomic contexts. Prisoners are almost always poor, and often ethnic minorities in the United States alone. Why? Because they lack the class privilege which the rich have.
